Arrest. Pennsylvania State Constables reported arresting Jacob M. Spinney, Youngsville, at 9:30 a.m., Tuesday, August 5, in Warren. Constables said Spinney was arrested on a warrant for charges of driving under suspension issued by District Justice Glenn Carlson. Spinney was taken before Carlson and released pending further court action.

Brokenstraw Twp.

Arrest. Pennsylvania State Constables reported arresting Kurtis A. Groves, 23, Irvine, at 1 p.m., Tuesday, August 5. Constables said Groves was arrested on a warrant for charges of driving under suspension and operating a vehicle without insurance issued by District Justice Glenn Carlson. Groves was taken before Carlson and released pending further court action.

Mead Twp.

Theft. Warren-based state police reported that they are investigating a theft of a DR self-propelled 30″ brush hog from the Upper Reservoir that occurred between July 26 and July 28. Anyone with information is asked to contact state police or the Warren County Crime Stoppers.

Pleasant Twp.

Indecent exposure. Warren-based state police reported that at about 12:30 a.m., Monday, Aug. 4, an unknown, mid-to-late 40s, bald, heavy-set, white male knowingly and intentionally exposed himself in public, in the presence of numerous children under the age of 16, at the beach at Chapman State Park. When confronted by the victim, identified as a known 25-year-old female, of Warren, the man fled the area in what was described as a mid-to-late 1990s, square-bodied, Lincoln Town Car-type vehicle, maroon in color with a maroon vinyl top. The vehicle was also said to have a cracked windshield and a lot of “junk” in the back window. Anyone with information is asked to contact state police or the Warren County Crime Stoppers.

Theft. Warren-based state police reported that between 9 p.m. on July 31 and 10:30 p.m. on August 2 someone stole a black and yellow Champion 1400 watt portable generator from Dewey John Morningstar, 60, Pleasant St.
