Disorderly conduct. City of Warren police cited Paul Kocur, 55, Warren, for disorderly conduct following an argument with another individual on June 13.

Harassment. City of Warren police cited Keith Yates, 30, Warren, for harassment after receiving a call for a domestic dispute at his residence on June 16.

PFA violations. City of Warren Police charged Keith Yates, 30, Warren, with three separate complaints of violating an active PFA on June 17. Yates was arraigned in front of District Justice Glenn Carlson and placed in the Warren County Jail.

Public drunkenness. City of Warren police cited Christopher Sweet, 41, Warren, for public drunkenness after officers responded to a call of a man lying on the sidewalk on June 16.

Public drunkenness. City of Warren police cited Kelly Wright, 44, Bellefonte, for public drunkenness after police received a report of a drunk female on June 16.

IDSI. City of Warren police charged a juvenile male with involuntary deviate sexual intercourse with a child and indecent assault of a person less than 13 years of age following an investigation.

Disorderly conduct. City of Warren police cited a juvenile for disorderly conduct after officers received a call that the accused made an inappropriate statement to a 12-year-old.

Disorderly conduct. City of Warren police cited Robert Berlin, 69, Warren, with disorderly conduct on June 19. According to police, on June 21, Berlin, was charged on three separate counts of disorderly conduct. He was taken into custody and arraigned in front of District Justice Glenn Carlson and placed in Warren County Jail on $6,000 bail.

Open burning. City of Warren police cited Angel Burroughs, 36, Warren, for open burning after the fire department was dispatched for a suspected structure fire on June 19 only to find that it was a smoky camp fire.

Public drunkenness. City of Warren police cited Louis Zullo, 71, Warren, for public drunkenness after officers received a call of a man lying face down in the Clark Street Parking Garage on June 20.

Cited. City of Warren police cited Blaine Gunn, 50, Warren, on June 20 for violations of the unlawful to allow dogs to run at large ordinance following a third violation.

Accident. City of Warren police cited Joan Ragon, 86, Oil City, for failure to observe stop signs and yield signs following a two-car-accident at Liberty Street and Fifth Avenue on June 20.

Theft of mislaid property. City of Warren police charged Kenneth Hadden, 18, Warren, with theft of mislaid property and receiving stolen property on June 20 after being found with a stolen bicycle.

Simple assault. City of Warren police charged Erich Cox, 19, Warren, with simple assault after officers received a report of a domestic dispute on June 22.

Criminal mischief. City of Warren police charged Seth Clark, 21, Warren, with criminal mischief on June 24 following an investigation where a vehicle was vandalized causing over $1,000 damage. Clark was placed in Warren County Jail for probation violations.

Harassment. City of Warren police cited Robert Thomas, 26, Warren, for harassment on June 26 after it was reported to police he assaulted a female victim.

Harassment. City of Warren police cited Anthony Russell, 42, Warren, for harassment after officers were dispatched to a domestic dispute on June 26.

Unlawful restraint. City of Warren police charged Dillon Gray, 21, Warren, with unlawful restraint, endangering welfare of children, resisting arrest, obstruction administration of law enforcement, possession of drug paraphernalia and harassment, after officers responded to a domestic dispute. He was arraigned in front of District Justice Glenn Carlson and placed in the Warren County Jail on $20,000 bail.

Harassment. City of Warren police cited Ashley Streit, 23, Warren, for harassment and disorderly conduct after an officer witnessed her involved in a fight on June 27.

DUI. City of Warren Police charged Dale Yucha, 38, Warren, with three counts of DUI, accidents involving damage to an unattended vehicle, careless driving, and open container following a traffic accident on June 28.

Disorderly conduct. City of Warren Police charged Brian Ecklund, 35, Warren, with disorderly conduct after officers were dispatched to a report of a man yelling and screaming profanities on June 29.

Loitering. City of Warren Police charged Jessie Greenhalgh, 25, Warren, with loitering and prowling at night, possession of a controlled substance, disorderly conduct and public drunkenness on June 30 following an investigation.

Disorderly conduct. City of Warren Police cited Zachary Mclaughlin, 21, Youngsville, and Cassidy Fortman, 22, Russell, for disorderly conduct on June 30 after officers were dispatched to a verbal domestic dispute.

Public drunkenness. City of Warren Police cited Donald O’Keefe, 56, Warren, for public drunkenness after officers responded to a report of a man lying on the sidewalk on July 1.

Careless driving. City of Warren Police cited a juvenile for careless driving following a three-vehicle accident on Pennsylvania Avenue E. on July 1.

Cited. City of Warren Police cited Kimberly Rodgers, 39, Warren, for right of way of pedestrians in crosswalks after a traffic accident where a pedestrian was struck.

Careless driving. City of Warren police cited Joanna White, 39, Warren, for drivers required to be licensed and careless driving following a two-car accident at Pennsylvania Avenue and Market Street on July 2.

Bad checks. City of Warren Police charged Maureen Miller, 58, Warren, with bad checks on July 3 after she issued a check that was returned for insufficient funds.

Charged. City of Warren Police charged Sonna Hankinson, 33, Warren, with hindering apprehension or prosecution on July 3 after officers attempted to arrest someone on an existing bench warrant and she lied, telling officers the suspect was not in the residence where he was found hiding.

Public drunkenness. City of Warren Police cited Dale Petrush, 60, Warren, with public drunkenness after officers received a report of a man who was lying on the ground on July 3.

Disorderly conduct. City of Warren Police charged Shane Clark, 42, and Terrance Turner, 46, both of Warren, with disorderly conduct after officers responded to a report of two males fighting on July 3.

Disorderly conduct. City of Warren Police cited Leonard Berry, 33, Warren, for disorderly conduct and public drunkenness after officers responded to a report of a male down on July 4.

Public drunkenness. City of Warren Police cited James Dombeck, 33, Warren, for public drunkenness after officers were dispatched to a call of a man passed out in a parking lot on July 4.

Public drunkenness. City of Warren Police cited Nancy Rizzardi, 48, Warren, was cited for public drunkenness after police received a report of a woman stumbling around on July 4.

Accident. City of Warren Police cited Michele Buchner, 45, Warren, for following too closely after a two-vehicle accident at Pennsylvania Avenue and Market Street on July 8.

Cited. City of Warren Police cited Michele Pattison, 30, Warren, for registration and certificate of title required and operating a vehicle without financial responsibility after a two-car accident on Prospect Street on July 8.

Public drunkenness. City of Warren Police cited Bryan Irwin, 22, Warren, for public drunkenness after police received a report of a man running down the street acting strangely on July 8.

Accident. City of Warren Police cited Austin Campbell, 18, Warren, with vehicle entering or crossing roadway after a two-vehicle accident on Madison Avenue on July 10.

Retail theft. City of Warren Police charged Kelly Foust-Voigt, 36, Warren, with retail theft on July 6 after a report was made by a local business.

Harassment. City of Warren Police cited Zachary Battko, 21, Warren, for harassment on July 11 after allegedly assaulting another inmate at the Warren County Jail.

DUI. City of Warren Police charged Zebuli Petrof Sr., 30, Warren, with two counts of DUI and operation of vehicle without certificate of inspection on July 6 after a call was received regarding a male acting strangely and attempting to drive away. Petrof was arraigned before District Justice Laura Bauer and placed in the Warren County Jail on $1,000 bail.

Harassment. City of Warren Police cited a juvenile for harassment after officers were called to a domestic dispute at a residence on July 7.

Public drunkenness. City of Warren Police cited Robert Parsons, 47, Warren, for public drunkenness and disorderly conduct after officers received a report of a man passed out in the front yard of a residence on July 7.

Disorderly conduct. City of Warren Police charged Steven Wedge, 26, Warren, with loitering and prowling at night, disorderly conduct, open lewdness and public drunkenness after officers were dispatched to a report of a man lying on the ground and vomiting on July 8.

Disorderly conduct. City of Warren Police cited James Patrick, 34, and Amy Thompson, 36, both of Warren, for disorderly conduct after officers were called to a domestic dispute at their residence on July 8.

Youngsville

DUI. On Saturday, July 6, Youngsville Borough Police received a call about a vehicle without headlights heading east on Route 6, at approximately 8:30 p.m. in the rain. Police said the vehicle was eventually stopped on E. Main Street and the driver, Merle Nosker, Warren, was found to be highly intoxicated. He was placed under arrest for driving under the influence; charges have been filed with District Justice Cynthia Lindemuth’s office.

DUI. Steven Rutherford, Warren, was arrested at approximately 1 a.m. on July 12 after he was observed exiting Youngsville Cemetery after hours. After stopping the vehicle, Youngsville Police said they found Rutherford to be intoxicated. Rutherford was arrested for driving under the influence of alcohol, and charges are being filed with District Justice Cynthia Lindemuth’s office.
